          Well as a "non-windows" user (and non-mac for that matter) I have to look around a fair bit to find app's that do what some of you might take for granted (with windows being so ubiquitous etc)...........

          but "the Gimp" is the "GNU image processor" and has been ported to various other OS i.e. windies and mac etc, to the above is a link to windows installer for the "stable" version (dunno the number as I just get it from my repositories).

          It does say that it's for
          this version of GIMP requires Windows 2000 or newer. It will not work on Windows 9x/ME and NT 4
          so at worst, you could download it and see if it will install (you will probably have to have root/sys admin rights).

          if that doesn't work, then you can always just google for vista+gimp and check out the results. I'd guess that someones produced an installer that will work under vista.
