Adding water to wine

In a attempt to get rid of of my Seyval lake, I am making some vinegar. Vinegar works best at about 6-7% I am told sooooooo

I have added 5 litres of water to 15 litres of 11% wine - does that sound about right. I think all this sun has boiled my brain.

Any vinegar making tips appreciated too !!
